Followed your advice and still could not create a restore point

Maybe "Microsoft Software Shadow Copy Provider" service or the "Volume Shadow Copy" service. When you do, you also turned off Win7 System Restore which then depleted all saved restore points.
By re-enabling services mentioned, your System Restore should also be re-enabled without any previous point(s) saved.
Or is it possible you've run out of SR space on the computer.. You may need to re-allocate space for SR (Control Panel-System icon-System Protection link on left, Configure tab)... or... remove some of the old SR points before making new ones.
