Reply 1 : trying to fix a Windows XP desktop
An installed Windows operating system is required for it to load Windows. After formatting, nothing is there.
UNLESS, you mean you've formatted, then reinstalled Windows.. In that case, if you still only see the BIOS & POST items on the screen and then it dies, I'll suggest the hard drive has failed, the OS didn't install correctly, and you'll need to replace the hard drive, then reinstall the operating system, all the hardware drivers, and all other software you need. Of course, to be sure loose fittings aren't at fault, open the case and reseat all the power cords and ribbon cables.
